For Pokemon Y, you select move X. For Smeargle, you select Sketch and target Pokemon Y. Pokemon Y's turn executes: nothing happens, as it is asleep. Smeargle's turn executes: Smeargle Sketches move X as if Pokemon Y had used it. End of battle, Smeargle now knows move X. So basically, for Sketch to work, the target need only have *selected* the move-to-be-sketched, not necessarily have used it.
