New Bark Town. Go to where you rival stood at the beginning of the game and tap 3 times. Then go to the first patch of grass and search for 30 minutes WITHOUT stopping. Soon flootenkerp will appear. Its at level 35 so you can only fight it with a move that makes it faint immediately. If you don't want to fight then try to catch it right away.
