The chance of PSN is based off the game that activated the effect. Since effects are generated client side (the game who "uses" a skill) first and then sent to the opposing player, in a battle where you have a Japanese version vs a non-Japanese, the Japanese player will still have only a 20% chance to PSN, while the non-Japanese game will have the 30% chance to PSN. This only applies to Gen V since Gen VI has the same chance to PSN regardless of the Game's country.
