:::Why does it have to be a reference to anything? Why can't it just be a plain old Lapras? But if you insist on it being a reference, it's more likely to be a reference to the fact that in Gen I (and II), Lapras was the overworld minisprite for Surfing. Gen VI is really heavy with references to Gen I (Snorlax, for instance), so in the off chance this is a reference to anything, I think that's the most likely candidate.
