Let us say, in LeafGreen I choose Bulbasaur and loose to my nemesis and then go to route 1 and battle Pidgeys and Rattatas 510 times, all the time swearing never to be beat by my nemesis again. (Pidgey and Rattata both add 1 ev to speed.) Then I battle and win against a Mankey on route 22 (adds one ev to attack) and then I face my nemesis again. I supposedly maxed out my speed with attacking all the Pokémon on route 1.
