Nowhere is mentioned in the article that some pokemon in the outbreaks will have TM moves, i remember when i played Emerald, i found a Seedot swarm and they know Solar Beam, Frustration and Leech Seed, moves that it cannot learn by level, i even have proof, i recorded the event and uploaded it few years ago. | |||
