Of course he has a skin condition, his skin color is pratically light blue. If he does not have a skin condition, then he is either the human equivalent of a shiny Pokèmon, not exactly human, or just a stylization for "really-pale ginger". Trough Trevor is more of a straight-up ginger, his skin is still pale, but still recognizably on the pinkish side.
