:I'm fairly certain movie tie-in event Pokemon have their OTs identified by the year of the giveaway, not the number of the movie. (For example, the movie Shaymin has the OT "Movie 08" since it was given out in 2008). This year is 2013, so Movie 13 is probably correct.
