I've noticed that entering a phenomenon spot when an NPC is following you will trigger a double battle with Pokemon that are exclusive to the phenomenon. In Black 2, I encountered a wild double battle with two Excadrill as Bianca was following me. They very well could have been the exact same Pokemon, as they were both level 34 male.
