Bill showed up and took me to One Island right after I got my seventh badge, on Cinnabar. When I went to Two Island, the move tutor wouldn't teach my Venusaur Frenzy Plant. But I went back after getting my eighth badge in Viridian, and this time she taught the move. Not sure if you need all eight badges for all three types of moves (though I would assume so), and I don't know if it's a requirement in other generations (I haven't played anything beyond G3).
