The old man outside the Gym tells you, "This Gym didn't have a Leader until recently.  [[Blue (game)|A young man from Pallet]] became the Leader, but he's often away."  [[Giovanni]]'s disappearance {{game|Red and Blue|s|three years ago}} left a vacant Gym Leader position, and [[Blue (game)|Blue]] had just lost his title as Pokémon Champion to [[Red (game)|Red]], so he took the position at Viridian Gym.  He happens to be out of town right now, so you'll have to wait a while to battle him.
