There is also another way, which you need Action Replay to do it. Use the "Walk anywhere" cheat. Get to the route besides the Elite Four castle and walk on the water. There will be Shaymin, but when you bump into it, it will vanish. Follow the path and you'll be right at Flower Paridise!
