The article states that Kyogre's design draws inspiration from whales, namely the Orca. But to me, it looks like it also has some similarities to [http://ichef.bbci.co.uk/food/ic/food_16x9_608/foods/m/monkfish_16x9.jpg Monkfish], namely the body shape and it's mouth.
