	As far as I can tell, by watching YouTube videos of Wi-Fi PBR battles, there are not this many tiers, and some Pokémon seem to be placed wrong. I've watched hundreds of battles, and not once have I seen an Aggron or Victreebel, both of which are listed as moderately used. On the other hand, I've seen lots of Pidgeot and Pachirisu, which are both in the never-used category according to this page. Who determined this list, and how did they determine it?
