This is almost certainly blatantly wrong, but I have a thought about Ho-Oh's name origin.  His name spells out the exact chemical structure of hydrogen peroxide, two hydroxide ions bonded together, usually represented by a dash.  In addition, hydrogen peroxide has medical purposes, and is used for healing; this could be analogous to Ho-Oh's revival of the Legendary Beasts in Ecruteak City.
