No, it's been probably 10 years, but Oddish was definitely there because Vileplume was in my team (or "team" I should say, when I played Blue as a child I just trained by Blastoise to lvl 100 and kept the other five strongest pokemon I caught in my party but didn't train them at all, but this is besides the point). I definitely remember Oddish in the game. Mankey may have been trade-exclusive. But Oddish was not.
