It is a Japanese version and Pokemon's world is like polytheism.
 
I was surprised for Celebi not to be worshiped as a god in an English version. It is explained that all Pokemons worshiped in the shrine(hokora) in a Japanese version are gods(KAMI). Does an English version write only "Arceus" as a god?
 
It knows there is a problem in the translation of KAMI with the god. However, all are same classes as KAMI when seeing from the viewpoint of Shintoism(Japanese).
