Yes, the Pokémon world was based on Earth. But it's not the same place we live in. It's never been said that they live on Earth. The term ‘Earth’ is language dependent. Each language on our planet has a different word for ‘Earth’, but scientifically the technical, if not official, name for our planet is ‘Earth’. This despite the inconsistency with the names of the other planets in our solar system. The same goes for the Sun and the Moon. If they used the same naming conventions as with the rest of the Solar System, Earth, Sun and Moon would be Terra, Sol and Luna respectively.
We don’t know, but if Pokémon World is another planet with its own language (interpreted into the various Earth languages for the convenience of the audiences with different languages) the word for their planet would be translated into ‘Earth’. Now if this was ''Star Trek'' the universal translator would substitute each language’s word for ‘Earth’ with the word that the listener uses to refer to the same planet. Otherwise everyone would get confused when people from several different planets would all refer to ‘Earth’ as their home world.
Therefore someone in the series, game or other media referring to Pokémon World as ‘Earth’ is no evidence on its own that Pokémon World and Earth are the same planet. However, the fact that there are creatures that do not exist on our planet is a strong indication that they are not.
