:::OK. I found her, but she also didn't state that Evice wasn't the true head of Cipher. She just wondered it. And the other thing I found to be an indication that Cipher v.2 had been around for more than 5 years was the fact that Citidark Isle has been surrounded by violent waves for as long as anyone can remember.
