I think those actually are just that: coincidences. You're basing a lot of those assumptions on the English names, while the Japanese names suggest no such basis. I also think Oshawott's name is meant to be pronounced like "ocean" rather than "ocelot". And appearance-wise, Oshawott is clearly more similar to a sea otter than to a marine otter.
