Possibly, but it should be recorded if so. I've been looking around on the topic (I was actually hunting down an Exeggcute) and it seems that the area may have been mis-categorised somehow. Pokemon such as Aipom and Spearow (which i saw a lot) belong to the mountain group of headbutt captures, whereas the list provided here seem to be mostly from the forest group. That said, I definitely remember encountering an Ekans - which belongs to the forest group - so maybe the divide isn't so clear-cut?
