This card was released in the {{TCG|Gym Heroes}} expansion with artwork by [[Ken Sugimori]]. In Japan, it was released two months before being released in the {{TCG|Tamamushi City Gym}} theme deck and {{TCG|Leaders' Stadium}} expansion release as a promotional card with alternate artwork by [[Atsuko Nishida]] distributed alongside {{TCG ID|CoroCoro|Lt. Surge's Electabuzz|Promo}} in the August 1998 issue of [[CoroCoro]] comic.
