:I've reworded it. Judgment never has a base power of 120, always of 100. Neither STAB, nor hold items change the base power of moves, they just change multipliers to something other than one. Although I believe that you can use something like that to work out a sort of crude "effective base power" to compare two moves used by an individual Pokémon. You are right though, the "effective" base power would be 180 or 150.
