:First off, this conversation ended two years before you posted. Please do not add to a conversation more than six months old, per the talk page policy. Second of all, some event Pokémon such as the Jirachi and Mew you mentioned) are given moves that they specifically cannot learn through regular means, as a way to add to their rarity. :Sketch was never a move tutor move. Only Smeargle can learn it, and Smeargle learn it through leveling up. P.S.
