::I think what it says is that in Generation III, Nosepass was the only Pokémon that could be found by using an HM other than Surf (specifically Rock Smash), not that it was the only Pokémon that could only be found with an HM, which is what it probably should say. Geodude can be found by Rock Smash as well, but can simply be found in a regular cave by normal random encounters just as easily in the same generation.
