Now that you've obtained {{HM|06|Whirlpool}} and the {{DL|List of key items in Generation II|Silver Wing}}, you can finally access every area of the cave network.  Be sure to bring a team with the moves {{m|Surf}}, {{m|Strength}}, {{m|Flash}}, and {{m|Whirlpool}}. <br> It's a good idea to explore each island in order to find all items and wild Pokémon, but if you're only here for {{p|Lugia}}, make your way to the NE island.
