:::I saw the bit about Exclusivly to Blastoise and got lost a bit.  Hydro Cannon is exclusive to all Water Starters, not just Blastoise.  The cannons in its shell have always been there for decoration purpose IMO.  Besdies that the Cannon signifies the pressure for the attack.  Look at it this way, Water Gun is the weakest only doing squirt like damage, Hydropump is like using a hose, Hydro Cannon is using a pressure washer. Also the bit about Blastoise always having its cannons out in the Anime is wrong, the cannons only appeared when it was ready to fire off one of its water attacks.  I know the Elemental Hyperbeam attacks were issued out in the remake of Red and Blue games but if you brought over any of the other Water starters you can get Hydro Cannon with them.  I agree fully with the They don't design Pokemon for certain moves bit though.
