:From what I hear, it was because back in March of '08, users were editing their pages so much, it caused severe server strains. This caused the block of the whole user pages for many months. Now, we are more oriented on the actual pages, with some abusers, but not many. Since most of the abusers were new users, they would be banned until they become autoconfirmed.
