It's all translated as "Route X" in English, but early maps of Kanto in Gen I, including the RBY instruction manuals, refer to Routes 19, 20, and 21 as "Sea Route", much as they're ''19 ban suidō'', ''20 ban suidō'', and ''21 ban suidō'' in Japan.
