They aren't 45-46 at max. I ran into and caught a level 65 bronzong there. It appears that the closer you get to Giranita's room, the higher the wild Pokemon. I wouldn't have noticed this myself unless I used a repel and my main Pokemon was level 63. I only found wild Pokemon when I was 2-3 doors away.
