:This was discussed above, in the Major Change section. It is possible for those types to get the leaf on a route with the footnote 2. I got it for my Quilava quite quickly, but my Swinub would only complain about the rain for ages before I left the route and came back, so while it is possible, it may take some time and effort, or luck.
