I checked the Japanese version of the book, and it says that 150 Pokémon have been registered as of 1996, not that the game takes place that year.

That quote ("As of 1996, thanks to the investigative and research efforts of Prof. Oak, 150 species of Pokémon have been discovered.") was taken out of context. Nowhere does it say that Red and Green are specifically set in 1996.

"Walkimendes" is an unofficial translation from the Dr. Lava video, we shouldn't use that. The official English equivalent term is "Oddium Wanderus", which is used in FireRed (which uses the same entries as Japanese RG, where this information originates from).
