In the core series games
The lost Poké Ball collector can be found outside of every Pokémon Center in Lumiose City. Upon first meeting him, he will explain to the player about the group and his role. It is possible to ask him to repeat this explanation at any time.
A Poké Ball that fails to strike a valid target is typically lost, but will be retrieved by the collector. The game will save the exact type of Poké Ball that was lost. Whenever the collector has retrieved them, he will display an orange speech bubble informing the player that he has lost Poké Balls to return to them. When handing them over, the quantity is always shown. If the returned Poké Balls are all of the same type, the game also specifies which kind. If it's a mixture of different types, then the game simply says that "various Poké Balls" were returned.
Up to 2000 Poké Balls of one type can be kept. If the player would have more than 999 of a type of Poké Ball in their satchel after choosing to retrieve them, the excess will remain with the collector.
Only Poké Balls that did not strike a valid target can be retrieved and returned. Poké Balls that strike a Pokémon but simply do not result in a successful capture are not retrieved.
