The receptionist on the left welcomes visitors, and the one on the right runs the Pokémon Lottery Corner, with the winning number changing daily. Prizes are awarded for winning numbers, which must match any of the player's Pokémon's ID numbers from the last digit to the first one.

This floor has a couple of Vending Machines and hosts a random rooftop sale, which is advertised beforehand.

In Pokémon Emerald, a Move Tutor here will teach a compatible Pokémon Substitute, but only once.

In Pokémon Emerald, during Groudon's and Kyogre's appearance in Sootopolis City, the rooftop is closed due to the weather.

In Pokémon Omega Ruby and Alpha Sapphire, a face board depicting Lilycove Viridian, a member of the Hoenn Rangers Coexistence Force, can be found on the rooftop.

Rooftop Sale

In the Generation III games, after the player has entered the Hall of Fame, the Lilycove Department Store occasionally holds a rooftop sale as a Pokémon News event. The sale is announced on Hoenn TV's Pokémon News. During the sale, many decorations are available for sale, most of which can only be obtained this way or from the Trader.

In Generation VI, the Lilycove Department Store will hold a Clearance Sale on the roof every Saturday.

Ruby & Sapphire arc

The Lilycove Department Store was the site of Wallace and Tabitha's battle during the weather crisis, first appearing in Bravo, Vibrava. When Wallace gained the upper hand during the battle in The Beginning of the End with Kyogre & Groudon XII, Tabitha suddenly turned berserk, chasing Wallace up to the store's rooftop and hurling him against a Vending Machine. Knowing that Tabitha's suddenly savage behavior was due to contact with one of the colored orbs, Steven came to Wallace's rescue. In The Beginning of the End with Kyogre & Groudon XIII, he was joined by the Hoenn Elite Four. The store's rooftop was also where Steven passed his Champion title to Wallace.
