Dragon Scale
The Dragon Scale (Japanese: りゅうのウロコ Dragon Scale) is a type of held item introduced in Generation II. It allows Seadra to evolve into Kingdra.

In battle
In Pokémon Gold, Silver, and Crystal, it increases the power of Dragon-type moves by 10% when held due to an oversight (while the Dragon Fang—the item which was intended to have this effect—has no effect). In Pokémon Stadium 2, both Dragon Fang and Dragon Scale boost the power of Dragon-type moves.
From Generation III onward, Dragon Scale has no effect in battle.
Outside battles
Causes Seadra to evolve into Kingdra when traded while holding it, which consumes the Dragon Scale. Seadra will not evolve if linking to a Generation I game.

If the player offers both a Link Cable and Dragon Scale at Luminous Cave or Luminous Spring, Seadra can be evolved into Kingdra. This consumes the Link Cable and Dragon Scale.
If thrown, it will deal 1 damage (2 if sticky). Using this item in a dungeon will consume it, with no effect.

While normally rare, from March 21, 2017 onward, the player is guaranteed to find an Evolution item when obtaining the bonus for spinning a Photo Disc for the seventh day in a row.
Additionally, the player receives a Dragon Scale when completing part 6 of the Special Research "A Ripple in Time".

A Dragon Scale appeared in Looking Out for Number Two!, where Ash and Goh found it from a sunken ancient submersible. Goh subsequently gave it as a gift to a wild Seadra.

Gold, Silver & Crystal arc
In Ampharos Amore, Silver's Seadra evolved into a Kingdra while holding a Dragon Scale as she was temporarily traded to Gold.
Diamond & Pearl arc
In Yikes, Yanmega! II, Roseanne revealed that she researched Evolution items while studying Pokémon Evolution, including the Dragon Scale.
