Although this Pokémon is level 28, Teddiursa does not evolve into Ursaring until level 30.

Origin

Provoke's Japanese name is that of Taunt, a move introduced in the Generation III Pokémon games that Ursaring can learn via TM12. This card's Pokédex entry comes from Pokémon Silver, though it is heavily reworded in English.
