My previous rule of thumb has been that, like you said, if they have the exact same partner Pokémon, it's meant to be the playable character and not just a generic background NPC. However, with the Poké Kids specifically, I feel like it makes sense that character who dresses up like Eevee to use an Eevee, and a character who dresses up like Pikachu to wear a Pikachu. I've been a little hesitant to say that any female Poké Kid with a male Eevee is Eve because male is typically the "default" appearance; the Eevee Egg event featured battles against a female Poké Kid with a male Eevee who was not Eve, for example. However, a male Poké Kid with a female Pikachu involves a deliberate change to the "default" appearance, so I'm more inclined to think it's meant to be Petey specifically. That's why I counted the male Poké Kid with a female Pikachu who appeared in this year's AFD event as an appearance for Petey, while I haven't counted the female Poké Kid with a male Eevee who appears in Penny's sync pair story as an appearance for Eve. In the case of Rika's event, the male Poké Kid seems pretty likely to be Petey, and it'd be silly for the male Poké Kid to be Petey and the female one is just a generic kid, so I'm OK counting them both (and I plan to add the quotes to their respective quote pages). Now that I'm saying it out loud, though, I feel like maybe I'm being a little too cautious, and I should just give Eve the appearances for Penny's sync pair story and the AFD event too...
