Just looked it up on several sites, including Bulbapedia, and none of them say Magmar learn Metronome. I don't have LG to go see if it's true, but if a lot of sites say it.. then no. You can't just "decide" that a name that is seen only by closed captioning is not a character's name and make moves like that.  Melodi is the only known English name for the character in question.  It doesn't matter who came up with it or how it was presented, if a character has an English name, the article should be at said English name. By your logic, [[Karsten]] would be at Kazuo since his name only appeared through the closed captioning as well.  The only case in which we should be moving such articles to different names is if English DVD subtitle options showed something different, and official DVDs aren't available for Battle Frontier, much less Diamond and Pearl.
 
Additionally, if one were to look through the closed captioning and find a dub name for either [[Keita|the backpack-switching thief]] or [[Senta (anime)|Cissy's brother]], that would be considered an actual English name and, as such, moves would be made.  After all, it's thanks to closed captioning that we know that it's spelled [[Puka]] and [[Mandi]], not Pooka and Mandy! 
 
Long story short:  Don't make moves that can potentially cause an uproar.  Uproars were made over moves of [[Pokémon Trainer]] to Pokémon Trainer (trainer class) and then the former being turned into a disambig to accomodate the playable Pokémon Trainer in [[Super Smash Bros. Look; I know the Closed Captioning should not be trusted 100%. However, they are the best thing we have in regards to the names of specific characters. That and the subtitles on Pokémon from the DVDs (which are the same, by the way) are the only way some characters' names ([[Krystal]], [[Melodi]], [[Karsten]], etc.) are able to be figured out, since the episode does not name them. I saw [[EP082]] and [[EP083]] while they ran on [[Kids WB]].  I clearly remember Pokémon Theme playing for those two episodes, with Pokémon World debuting for [[EP084]].  I don't get how you're saying Pokémon Theme for EP082 and EP083 is a Cartoon Network-only thing when many people clearly remember Pokémon Theme for the two episodes in question when Kids WB aired it.

Magmar and Metronome

Melodi
