:Yes, or it might be used to emphasize the point that Klefki is running that shop rather than calling the shop by that name, I mean he does say "Welcome to Rockin' Lock!" and if you press the info option "I can crack any lock here at Rockin' Lock!" so that's my guess. Therefore it's not part of the name rather there to tell who's running that shop.
