:There is. It's a line in the Hoenn games where a Team Magma grunt states that the Weather Institute had created a Pokémon that had something to do with the weather. At first, I had to check before undoing those edits because I didn't recall an actual mention of it being an artificial Pokémon. I believe that it being an artificial Pokémon is bigger than the trivia section, since it's an important part of the Pokémon itself, much like Mewtwo, Genesect, the Porygon line, among others.
