::::::It doesn't matter if the comments are by someone else or your own; putting a new comment anywhere above an old comment (you can tell by looking at the timestamps) is against policy. Your examples are misleading because they involve you re-adding comments that had previously been removed, but as you can see from the timestamps, your first example is breaking the rules and your second is me fixing it.
