:::Slakoth I can 100% confirm for Mass Outbreak due to the map symbol that appeared directly in the area and caught multiple out of it. I'm actually not sure how Mass Outbreaks work, but I think it picks Pokémon out of the existing spawn pool, as I've never seen new Pokémon in the area.
