Parameter 1 is the abbreviation of your time.
Parameter 2 is the name of the time you are using.
Parameter 3 is where will you put the + or - sign.
Parameter 4 is the UTC number (such as 08:00).
Parameter 5 is for users that uses time zones with "n:30" (ex. 08:30).
