:The template is meant to be used on user talk pages.  "Title case is bad" is a policy meant only for encyclopedic pages; one could care less if a section title uses title case on a talk page.
:Additionally, [[Template:Welcome]] and pretty much all other autosigning templates have the leading dashes for the signature.
