I discovered that Ditto cannot transform into Zoroark when it is in the illusion form. I battled several wild one's in Pokemon Black with my Zoroark in the illusion form of Reshiram and another pokemon. When the Ditto would try to use transform the game would say the move failed. I've noticed Zoroark seems to resemble a legendary Pokémon in a number of ways. It has its own movie, it is event-exclusive, it has a signature ability and a signature move, and it's noted it as a parallel to Lucario, whose legendary status was at one time disputed. Well it's obviously not a legendary just because it was the star of a movie. That's obvious. But you seemed to have overlooked two things. 1-There are several other reasons to believe it is legendary-like other than being the star of a movie. 2-It is most certainly not a legendary. I said that. What I wanted to point out is that it is legendary-like, hence the title semi-legendary. Given these two factors, perhaps my suggestion makes a bit more sense.
