I tested it myself and I believe that I couldn't get the later starters without clearing the Delta Episode or without entering the Hall of Fame again. That's not great testimony, but combined with the preponderance of previous experience, it would really be better to trust the previous wording for the time being, and ask that a third party re-test the requirements and report on their experience. :::I have news for you. I have a save where I just cleared the game. (Possible caveat: I have explicitly done approximately as little as I needed to in this game.) I'm saved in my bedroom before even going downstairs, much less meeting Zinnia. If I start this save and exit to meet Zinnia, then go back into and come out of my house, I can get a Johto starter. However, if I go into and exit my house again, I do ''not'' get the chance to choose another starter.
:::Now, if you think you can tell me what I should try to do differently so that I can get Unova and Sinnoh starters (without clearing the Delta Episode or entering the Hall of Fame again), I'd be happy to see if I can replicate your purported results. But if I can't, then your memory must be held in doubt (it did happen months ago). ...Maybe you could double-check the date you received your Chimchar (and that it's actually yours/you're the OT) and the date of your second Hall of Fame entry. If one of those is not actually as you believed, then that would neatly solve this conundrum.

Birch and Norman are old friends who have stayed in touch over the years, so it's well possible they visited each other while the player was small. My parents keep in touch with their old friends, who live far away from where we do. I'm not saying they definitely changed my diapers when I was a baby, but I know for sure they had to do with me at that stage, so the possibility is given.

Changing the player's diapers

Why does the player moving in from JOhto have to mean Birch can't have changed the player's diapers as a toddler? Birch and Norman are old friends who have stayed in touch over the years, so it's well possible they visited each other while the player was small.
