I'm 95% sure that it's not region-locked, because I do recall playing my Korean Black cart on my USA DSi unit. In fact, here is a video of me inserting my Korean cart into my US DSi:

But then again, I forget if, despite the fact that it loads, it will actually play, or if I get a error message. For example, I can load Korean Gen 6 carts into a US 3DS, but it won't play in it. What happens with a Japanese BW cart in a non-Japanese DSi?

** Ok, I have definitely confirmed that the Korean versions of both BW1 and BW2 are not region-locked, as they play perfectly fine in my US DSi system.
