And I wish that statement would be more specific. When was decided that Clefairy would be the mascot? Was it when that [[Pocket Monsters (manga)|crappy (but popular in Japan) Pokémon manga]] proved successful? Or it was decided from the start, and the manga used Clefairy because of that?
