:I think you're mistaken. I checked my game as well as Pokedex 3D Pro. Both of its eyelids are exactly the same color. Yes, they move, but that's so it can express its emotions. They are closed. All Pansage, Simisage, Pansear, and Simisear all close their eyes the same way Panpour and Simipour do (albeit slightly different looking). ::In Pokedex 3D Pro, maybe (I can't say), but in my X it is apparent (to me) that the eyelid (top half) is a slightly different color than the eye (bottom half). It's off-white (the top is) so it may be hard to notice at first. Keep looking.
::The eyes are NOT closed... that's why it observably blinks. :|
::It would actually tie in more to Panpour/Simipour and the other monkey's motif of the three wise monkeys if so. Whitened eyes are a symbol of blindness, tying into the "See no evil" thing even better.
::I'll test in Pokemon-Amie in a bit to see if this changes.

::Off-white color of the eyelids is even more noticeable in Pokemon-Amie.

::Downloaded the images of Panpour and Simipour and sampled the colors of the eye and eyelid in Paint Tool SAI. Seems that each eye and eyelid is its own shade of off-white, with the eyelids being slightly more white than the eyes. Given that it looks different in X and Y, I am not sure what to make of this.

:::Adding to the blindness image, Panpour's hands are reaching out (like a blind person's). -- [[User:Pringles|Pringles]] 21:12, 29 November 2013 (UTC)
::::Since it's pretty much confirmed, should the article be changed to include this (that its eyes are open)? -- [[User:Pringles|Pringles]] 23:11, 30 November 2013 (UTC)
