When Lugia used Aeroblast, a nuch of seperate beams shot out of its mouth and then converged into one. That differs too much to be Hyper beam. It's Aeroblast. Compare Aeroblast used by another Lugia (a blue beam) with the one used by this Lugia (golden). There is no way they are the same attack and it is obviously a dramatic Hyper Beam. Is the Lugia from that movie this very same Lugia? When Hoopa summoned it through the Hoopa Ring to battle Hoopa Unbound, Ash recognized Lugia and asked it to help, like he knew it. And it didn't exactly argue, being more than willing to go in and fight Hoopa Unbound despite being just thrown into a random situation. Personally, since events or characters from past regions are very rarely mentioned or alluded to in future regions, I think they'd make a point of saying so in the movie somewhere if it was the same Lugia.
